On March 17, 2026, the Nikkei reported a landmark initiative: Japan's Ministry of Economy, Trade and Industry (METI) will begin directly supporting business Japanese language education for highly skilled foreign professionals. This is not just another policy tweak. It represents a fundamental shift in how Japan approaches global talent acquisition.
For the first time, the Japanese government is openly acknowledging a critical gap: even foreign professionals who pass the JLPT N2 often struggle in real business environments. ・Industry-Specific Business Japanese Curriculum METI will launch with two pilot industries in FY2026, creating tailored textbooks covering industry-specific terminology, common business expressions, and real-world workplace scenarios.
・Expert Review Committee A committee comprising Japanese language education specialists, industry associations, and employers of highly skilled foreign talent will be established by April 2026.
・$1.1 million in Government Subsidies This is not a token gesture. METI is allocating substantial funding to develop materials, conduct field research, and pilot programs across target industries.
・Expansion Plan for FY2027 and Beyond After testing in two sectors, METI plans to scale across additional industries, signaling long-term commitment rather than a one-off project.

The Numbers Tell the Story
The gap is enormous. Out of approximately 294,000 Japanese language learners in Japan, only 6.6% are working professionals. The vast majority of Japanese language education has been built for university-bound students, not for professionals who need to negotiate contracts, present to clients, or navigate complex workplace hierarchies in Japanese.
The "N2 Paradox"
Here is something that surprises many foreign professionals: holding JLPT N2, the second-highest level of the Japanese Language Proficiency Test, is often not enough for the workplace. The JLPT tests reading and listening comprehension in academic contexts. It does not test your ability to:
