The top 10 percent law was designed to increase access to the state’s top public universities. The law is primarily active in Texas, and gives low-income families to still have a shot at top universities.

Problems arise however, with increasing population: Universities can still only accommodate so many students, forcing many to change their priorities to lower standards. The rule was made to enable African-Americans and Latinos to join top universities and compete, and 20 years after its conception, the law is having problems.
